It is a security feature. There are apps that can read the clipboard.
Imagine you copied a sensitive data like credit card number from your notes and you opened an app that reads what is copied in the clipboard. That kind of security breach is what is being prevented by this feature.
Why doesn’t apple just block the apps from always pulling clipboard? Would pasting still work in them? From my very basic understanding shouldn’t the clipboard be outside of an apps reach/sandbox anyways in case of snooping? Like the os should be able to push the clipboard when the user asks but why would you want to default allow apps to constantly pull it?
Don’t keep your credit card number in notes, or actually anywhere at all, in plain text.

you seriously don’t understand why copy data , such as your password, a code to transfer money etc, you may not want to be paste-able on every app on your phone?
Answer: A bunch of people read a clickbait article a long time ago suggesting that the fact that apps can see what you copied to the clipboard was a supposed breach of privacy (despite the fact that the clipboard was literally designed to work that way from the beginning). Then after the uproar, Apple added this notification to allow you to see when apps access the clipboard and deny it if you desire.
Just because it worked that way doesn’t mean it’s not a potential security flaw.
Technically, sure.
But the fact that one of the top comments here is telling people how to disable it with a bunch of responses thanking them says something about how annoying this feature is to a lot of people.
And? People make bad decisions all the time. Lots of people still don’t use 2FA and then they whine when they lose their accounts. Sometimes security is worth a little bit of annoyance.
It does this for me with Microsoft 365 app, it’s really annoying as I am researching stuff so copying and pasting a lot of info into a document and every time i get this message, every, single, time. Surely a safe list WE control would not be unreasonable? Instead of making it nagware.
