The report glosses over the numerous stakehders (schools, GPs, police) who want the schemes to stay and seems to have dug up everyone and their mother (e.g. the fucking binmen) who want them all ripped out.
Thanks for the details. I suppose it comes down to how “correctly” the updates were pushed; but ultimately, what would be tantamount to a paperwork hiccup shouldn’t be used as evidence of a schemes failure. (Unless of course you have a deep seated ulterior motive)
