I find it so weird that people like you only focus their critizism on Israel when that is also exactly what Hamas is doing. Not only are they not taking additional risk to preserve civilian life, they intentionally target them. Most of the Israelis killed in the october 7th attack were unarmed civilians. Including the hundreds of innocent people slaughtered at the peace rave festival.
Hamas puts their military HQ’s intentionally near civilian populations. That’s why before bombing it the IDF calls people there to get out, then drops a dummy round on the roof as an additional warning and only then comes the real bomb. Meanwhile Hamas fires hundreds of unguided rockets indiscriminately towards residential areas, without a warning, and knowing perfectly well that the chance of hitting anything militarily important is highly unlikely.
