They have always been in “wartime.” Taiwan is similar, the US maintains a large military presence there and in Japan to try to keep China in check as a geopolitical adversary.

The ROK is essentially a US colony, their military is subservient to the US’ military “in wartime.” Guess what? They have always been in “wartime.”
