Even if it wasn’t, most don’t care for it anymore, us old schoolers stopped caring around 2015 when they announced a card game instead of any of their sequels we actually wanted. The hype is not here anymore and even if they announced it i would probably completely ignore it until the release and then just buy it so it can sit there for a year just how it happend with alyx.
It wasn’t officially announced but it’s known that it was being worked on and got shelved. Some devs wanted to use the Unreal Engine since Source 2 (at the time) wasn’t up to par to what they wanted. Without everyone on an agreement on what to do, they moved onto other projects since Valve is a “work on what you want” environment. I believe there was a massive Valve data leak years ago and some possible L4D3 assets might have been leaked, but I think it was just level design concepts built in Source 2.
The game has its merits but it is not the same as l4d3 should have been. Oddly enough in an alternate reality it’s probably what l4d3 would have been had we gotten it instead of b4b

Valve is apparently unable to use the number 3 anywhere.
Any Valve game that should have had a 3 at the end. Half-Life, Left 4 Dead, Portal, etc
