    Carbon inequality between countries accounted for two-thirds of all carbon inequality in 1990, but now two-thirds of carbon inequality occurs within nations. 

    Can anyone explain what they mean by this?

      There used to be a bigger difference between the first and third world than there is now. Now the field has leveled out a bit more and wealth inequality within countries are more influential. Tldr kill billionaires, workers of the world unite. Borders matter less than wealth hoarders.
