Gov. Tina Kotek released a batch of recommendations Monday aimed at bolstering downtown Portland in the next year as the central city wrestles with diminished economic activity, open drug use and public safety concerns.
A multi-year moratorium on new taxes, a government-declared “fentanyl emergency” and a push to remove remaining plywood and fencing around downtown properties are among 10 priority initiatives pitched by the task force Kotek convened this summer with the Oregon Business Council.
