Always thought this would have made their version of Arkham (Origins) an absolute banger. Have the different crime bosses be in control of various parts of the city and then get sent to Arkham after you defeat them. Need a reset? Jailbreak and boom everyone is back out, or have it automatically happen when you have too many of them in prison. Power vacuums open when someone gets locked up and someone else could take over the existing territory in a “gang war” of sorts. So many things this system could be used for.
