I thought the precedence was the other way, that enquiries receive ‘self-selected-relevant-material’ e.g Chilcot. I think this is more significant as it is a result of the breakdown in trust between the Establishment/Civil Service/Judiciary and the government. Normally, they would be trusted to hand over all the relevant material but not this time!
I understand the sentiment - if something has to give then ODIs are the obvious choice. It would be odd though to have the amateur game (at least in UK) playing a format that is ‘almost never’ seen professionally. Village cricket is very much a 40-50 over affair but the kids coming through already have only seen T20 or Test cricket.
How do other countries’ amateur set-ups work format-wise?
