depends a lot what do you need it for.
AMD is quite good these days so it’s recomended (at least the ryzen procs. haven’t tried the others). on the gpu side, the integrated graphics are good enough for most basic tasks and even light gaming so that could work if you are on a budget. i would never recommend nvidia since it’s a pain to use it on linux but i don’t know how it works in different OS or if it has improved over time (my card is somewhat old so it might be the problem).
one thing i recently learned is about second hand minipcs. they tend to be quite cheap for what you get and if you don’t need very high specs or very modern or specific hardware they work great.
seeing that screen brings traumatic flashbacks because it usually meant that the new pirated cd we just bought was not working

i played this in single player so many times and loved it a lot. always wanted to try it multiplayer but i didn’t had a good connection or friends to play with. nowadays i have no time but i would love to try it someday. it always amazes me how much the community can achieve when there is dedication even if companies really makes it harder for everyone
as someone that has not played the remake because of loving the original game and being too scared to play a bad version of it (and also not having time to play in this capitalistic world), this sounds exactly the type of experience i expect

unbound is a software that you can run anywhere to have a caching dns. opennic is a project of dns servers you can connect to to resolve dns records (think in google dns servers but run by the community). two different problem spaces. you can even use both at the same time
