Just pull from the RFC-1918 range… most of the time a 169 address can look legit.
Ultimately what matters is the storage controller. As long as Windows can load it and access your drive, it’ll automatically detect and load the rest of the device drivers as needed. Where it gets tricky is if you had your storage controller in RAID mode and then switched to AHCI or are using a different brand altogether. What can help fix that is staging the new driver in advance. As long as the storage drivers are in the driver list you’re good to go.
Another thing to watch out for is if you’re running bitlocker. Make sure to remove it in advance or make sure you have the recovery key available as otherwise it’ll consider it a foreign system and it won’t decrypt. Doubly bad if it’s TPM backed.

The bigger trouble is creating a CDN has a stupidly high barrier to entry. You literally need your own data centers across the world, your own server infrastructure, the man power to manage it, etc.
You could try to host it on a cloud provider but you’d go bankrupt even quicker. Unless someone were to try to build a co-op run CDN, it’s just not gonna happen without a profit motive and a large amount of capital.
Just note, OP, that the last part of his statement is pure speculation. The first part is technically true, which can lead to that inference, but no information has been released which corroborates it. However, that does not mean it’s not possible.
This is where it all started for me. So it’ll be a high bar. Though I will say the Urusei Yatsura remake has been pretty good.
A lot of people here are “use Linux!” Well as Linux’s desktop share goes up, so does it being a target for attacks. The more people you have, the less that are going to configure it correctly (that’s just a fact, and not everyone will be their parents tech support) so it’s just a matter of time.
My biggest fear is the first targets will be the “mildly well off, but basically top of the working class” because those are people that are visible and are your neighbors or people you know that can actually take a vacation, and the 0.1% will stoke that as a way of keeping the spotlight off of them.
