    I believe this is correct. Burns is speaking about sending some sort of a message to fat cats here.

      Weirdly enough, not quite, but I would have agreed with you.

      Burns gives a speech at the end of this montage,

      We’re going to send a message to those bureaucrats down there in the state capital!

      The “fat cats” line seems to be from the pretzel episode,

      “Well, who’s going to straighten out all these artistic abominations?” Your friends? A neighbor? Those fat cats in Washington?
