Yea I got very worried when I misread that at first.
The tricky part will be enforcing it. Illegal fishing is rampant all around the world because enforcing things at sea is rather difficult. 1 in 5 fish are illegal caught
It’s difficult because sinking them with submarines is considered impolite.
They could make it look like an accident. They have some of the best subs around.

this article about modern fishing blew my mind. There are ships that stay out there for YEARS fishing around the clock and then they send out other boats to unload and ferry the catch to shore. People end up in slavery on these ships with no way to escape, it’s wild.
