As soon as anything interrupts the flow of traffic now there’s 20+ people running the risk of getting into an accident. Or even worse causing waves of braking an accelerating which leads to traffic jams.

Yes, it’s the responsibility. In the event of an accident they’re going to be at fault. But obviously they’re not doing that.
