There is a PvE server called Mobius people can join. It’s manually moderated to remove players that attack other players. I don’t remember if the more recent Anti-Xeno Initiative server also removes PvP players, but that server is likely to be very empty anywhere outside the Thargoid areas.
I thought Horizons was already frozen. Or is that just a 3rd legacy mode in thinking of
ok, fair, that is an option. but unless you specifically want to interact with some people in it, it is basically the same as playing solo. the few hundred people who will be online at the same time are going to be spread over sizable chunk of universe, you are not going to meet lot of them, if any at all.

before odyssey, they were two versions of game - those who did not pay for horizon and those who did. with odyssey coming, adding another split, that could theoretically mean maintaining four different code versions, which would obviously be insane, so they converted everyone to horizon, no matter whether they paid or not. i assume that will happen again once majority of people will pay for odyssey and they will get tired of maintaining two different versions of code.
