Because while it’s easy to say we want to ban all conversion therapy, we don’t want to accidentally criminalise things like teachers and doctors discussing sexual health issues with people. There’s a whole bunch of people that need protections built into any legislation that can’t then be abused by bigots.

It’s all doable, it’s just complex and will take time, likely multiple iterations and constant monitoring for abuse.
