New legislation gives regulators more powers to tackle water pollution in England and Wales.

We already have rules andnlaws the companies are breaking.

And ofwat has not enforced.

Increasing the punishment only works if the companies believe enforcment will happen.

Ofwat needs the motivation. Ban pay rises etc for their bosses as well.
