    Just ban them, and let people buy/upgrade tickets on the train. Oh wait, that will mean train companies will have to employ ticket inspectors…

      How would a prosecution occur if there’s no inspectors? They haven’t got BTP checking tickets now have they?

        For prosecution they need less coverage in terms of ticket checks. The threat of being caught means the majority of people buy tickets in advance. But if they allow people to buy tickets on the train, then they need to have better coverage.
