I remember my old highschool friend starting to mod Civ 5 and the first thing he does is play as hitler.
I think my first civ mod was a texture upscale for Alpha Centauri.

Civ 7 broadened the definition of “leader” to include prominent philosophers, statesmen, or other such notable leader figures. Currently, they’ve already confirmed Ben Franklin and Confucius as playable leaders

civ 4 had some banger mods though but i was always more into the “historical period” ones. even made some myself (for civ 2) that ended up doing ok on civfanatics.
looking back though damn those are some lib ass games. just pure Great Man Theory, philosophical idealism, and End of History vibes

In case you or anyone else isn’t aware, there are game save converters for the Paradox grand strategy games which allow you to play from Imperator: Rome to Hearts of Iron III/IV. There’s also a “third-party” Hearts of Iron IV to Stellaris converter.

Mega campaigns seem cool, but it’s just too easy to blob over everything. I feel like you need some strict RP rules or something, if you’re not just gonna take over he world forever
