Anyone who actually needs the winter fuel payment will still get it - people who get pension credits for example. There are many pensioners getting winter fuel payments that are plenty well off and do not need the free cash, my Grandma is one of them. She will make a fuss about how she needs it but she is by far the most well off in our family.

Same here with my brother in law. He gives his pension to his wife as he doesn’t need it. She gave up work because they can afford it.
