    As long as the car can determine that the driver’s eyes are open because they’re paying attention to the road, not watching a film on their phone, perched on the dash…

      Or even doing other stuff with hands like eating with one drink in the other…but at that point I don’t really see the benefit of just having my hands idle in my lap over one hand resting on the wheel
